The government has just issued Decree No. 117/2025/NĐ-CP, which regulates tax administration for business activities conducted on e-commerce platforms and digital platforms by households and individuals. The decree will officially take effect on July 1, 2025. Under the new regulations, organizations that manage e-commerce platforms will be responsible for withholding and paying taxes on behalf of households and individuals conducting business on their platforms. The amount of tax payable is determined as a percentage of the revenue from each transaction. For value-added tax (VAT), goods are subject to a 1% tax rate, services are taxed at 5%, and transportation or services associated with goods are taxed at 3%. For personal income tax (PIT), resident individuals are taxed at 0.5% for goods, 2% for services, and 1.5% for transportation and services associated with goods. In contrast, non-resident individuals are subject to higher rates: 1% for goods, 5% for services, and 2% for transportation and related services. In cases where the type of transaction cannot be clearly identified, the platform management organization will apply the highest tax rate. The issuance of Decree 117 is considered a necessary step amid the booming growth of online business activities—such as through e-commerce platforms, livestream sales, and digital content creation—where tax collection still has major loopholes due to difficulties in tracking cash flows and lack of seller information.
TRADING STRATEGY
The stock market recorded a positive gain, closing at 1,322 points with improved liquidity compared to the previous session. Selling pressure eased, and capital inflow broadened, led by large-cap stocks in the finance, basic resources, retail, and industrial services sectors. The VN-Index is expected to fluctuate around the 1,320–1,330 range today.
The market rose on the back of supportive news from U.S.–China tariff negotiations. However, overall, the index remains sideways within a range. The short-term uptrend is still unclear. Therefore, investors are advised to keep portfolio allocations at a reasonable level until clearer confirmation signals appear. New buy entries should be cautious—avoid chasing prices during sharp increases. Focus should be placed on individual stocks with strong fundamentals or attractive valuations and price bases.
