At the seminar “Improving Land Laws to Drive Development in the Digital Era,” Mr. Nguyễn Quốc Hiệp – Chairman of the Vietnam Association of Construction Contractors (VACC) – stated that if the revised Land Law draft is passed, particularly with changes related to two key issues: land clearance and land pricing, it would represent an institutional reform of revolutionary significance. However, the draft still contains many unclear provisions that need further refinement. Economist Dr. Vũ Đình Ánh pointed out that the draft does not yet address the issue of “multi-purpose land” or “mixed-use land,” which is an inevitable trend in modern urban development. Regarding land pricing and valuation mechanisms, he emphasized the need to affirm the principle of market-based pricing while developing an objective and transparent land valuation market. He also recommended the complete removal of the land price framework and land price tables, replacing them with specific land prices determined by competent authorities at the time of land allocation or lease, or based on the results of land-use right auctions. From another perspective, Associate Professor Dr. Nguyễn Đình Thọ – Deputy Director of the Institute of Agricultural and Environmental Policy and Strategy – suggested reducing procedures and increasing flexibility so that people and businesses find it easier to change land-use purposes. He also stressed that the new Land Law must establish a mechanism to ensure land prices reflect market levels more transparently, while minimizing delays in compensation and land clearance.

The stock market rose for the third consecutive session, closing at 1,664 points with liquidity continuing to improve. Selling pressure increased broadly across most sectors, while selective buying support appeared in individual stocks in the financial, real estate, and oil & gas sectors. Today, the VN-Index is expected to fluctuate in the 1,655–1,675 range.
The market experienced volatility as it retested the 1,600–1,620 support zone but quickly rebounded and closed at the session’s high. Selling pressure emerged early and widely, but capital flows once again showed selective stability at a high level. The main trend remains upward, aiming to test the 1,680–1,700 zone, though alternating rises and pullbacks are likely to continue. Investors are advised to manage portfolios based on individual stocks rather than being swayed by overall market fluctuations. Opening new buy positions should prioritize fundamental criteria (especially macroeconomic factors) and valuations, while avoiding over-diversification.
