The Ministry of Finance has issued Circular 08, amending and supplementing existing regulations, comprising 16 articles related to the securities sector and securities market, effective from February 3, 2026. Notable contents include:
- Allowing foreign investors to place securities trading orders through foreign securities trading organizations acting as representatives to transfer orders to domestic securities companies, instead of having to open trading accounts directly with domestic securities companies.
- No requirement to disclose information on the market for violations of non-pre-payment (NPF) settlement obligations; instead, securities companies are responsible for reporting to higher-level regulatory authorities on the day the violation occurs.
- Regulations on the time limit for NPF trading in cases of payment obligation violations.
- No limit on the number of securities codes that can be traded using the NPF method.
- Foreign securities investment fund management companies are allowed to open two securities trading accounts to separate the company's trading activities from its client transaction management activities.
TRADING STRATEGY
The stock market recovered and closed at 1,813 points with liquidity continuing to improve compared to the previous trading session. Selling pressure decreased. Increased capital flow shifted from large-cap stocks to mid- and small-cap stocks in the chemical, technology, industrial services, and consumer goods sectors. The VN-Index is likely to fluctuate around 1,805-1,825 points today.
The market rebounded after retesting the psychological support level around 1,800 points. Overall sentiment showed signs of improvement relatively early compared to similar previous rallies, as capital tended to concentrate more in publicly traded mid- and small-cap stocks rather than just a few specific stocks. This was also clearly reflected in the trading positions of foreign investors, with net selling positions in terms of value but net buying in terms of trading volume. Overall, the VN-Index is poised to establish a new medium-term uptrend. However, the index may experience short-term sideways movement due to potentially increased selling pressure in the sessions leading up to the holiday. Investors should consider cautiously increasing their holdings of strategic stocks. Additionally, short-term trades should prioritize stocks that have confirmed an uptrend and successfully retested support levels, or be flexible based on cash flow movements.
