On March 16th, the Government signed Decision No. 433/QD-TTg approving the Project to support digital transformation for small and medium-sized enterprises (SMEs) for the period 2026–2030. According to the plan, by 2030, at least 500,000 SMEs will receive support through activities such as assessing their readiness for digital transformation, consulting, training, and testing technology solutions. Of these, it is expected that up to 300,000 enterprises will receive support in applying digital platforms and technologies to their production and business activities. Simultaneously, the Government also issued Resolution 46/NQ-CP on the organization of the appraisal of adjustments to the investment policy for the Ninh Thuan 1 nuclear power project. According to the resolution, the Ministry of Finance is assigned to preside over the appraisal of the project's pre-feasibility study report, with the Minister of Finance serving as the Chairman of the Appraisal Council. The Ministry is requested to promptly submit a proposal for the Prime Minister to decide on the establishment of the Council in accordance with regulations and to complete the dossier in time for submission to the Government for consideration at the first session of the 16th National Assembly in April 2026.
TRADING STRATEGY
The stock market closed slightly lower at 1,693 points with lower liquidity compared to the previous trading session. Market differentiation continued. Capital flow remained volatile, shifting from large-cap stocks – especially in the energy, chemical, and industrial services sectors – to mid- and small-cap stocks, notably those in real estate, construction, and materials. The VN-Index is likely to fluctuate around 1,685-1,715 points today.
For the third consecutive session, the market experienced narrow-range consolidation around 1,700 points with low average liquidity. Overall sentiment remained cautious, resulting in only slight shifts between stock groups based on market capitalization, rather than actively seeking opportunities based on corporate valuations ahead of the Q1 2026 financial report releases. Foreign investors increased net selling. The VN-Index is currently trending sideways within a narrow range in the short term, and it is highly likely that the index will soon return to a positive state after sufficient accumulation and differentiation, given that the direct impact of global geopolitics on the domestic market no longer creates the sudden shocks seen in the previous period. Investors should continue to hold their positions and may consider increasing their holdings for medium-term strategic portfolios when supporting reversal movements appear accompanied by confirming signals. Short-term trading should be flexible and adapt to the flow of money.
