Amidst increasing capital demands for large-scale infrastructure and energy projects, the State Bank of Vietnam is drafting amendments to regulations on exceeding credit limits to improve the legal framework and facilitate capital mobilization for key projects. Accordingly, the draft expands the scope of application, adding large and important projects in Hanoi to the list of eligible projects. Simultaneously, it clearly stipulates the maximum credit ceiling based on the bank's own capital, at 38% for a single customer and 52% for a group of related customers. Syndicated financing mechanisms among multiple banks are also encouraged to enhance financing capacity and mitigate concentration risks. Furthermore, administrative procedures continue to be simplified, with the time for inviting syndicated loans shortened from 45 to 30 days, and the appraisal and consultation process streamlined, contributing to faster project implementation.
TRADING STRATEGY
The stock market rebounded to the 1,710 point mark, with liquidity remaining weak compared to the previous trading session. Money flow remained mixed, with selling pressure mainly concentrated in the energy and chemical sectors, while mid- and small-cap stocks in real estate, financial services, construction, and materials played a positive role in supporting the overall index. The VN-Index is likely to fluctuate around the 1,700-1,725 point range today.
The market seemed poised for a breakout session, breaking the sideways trend around 1,700 points, but caution in general sentiment led to increased selling pressure towards the end of the session, significantly narrowing the index's recovery. The biggest positive aspect of the session was the more proactive approach of investors in seeking opportunities based on the fundamentals of businesses. Foreign investors reduced net selling, and selling pressure was concentrated only on a few specific stocks. The VN-Index is currently in a consolidation phase, awaiting a breakout from the 1,730-1,750 point resistance zone. Investors should continue to hold their positions and may consider increasing their holdings for medium-term strategic portfolios when supportive reversal signals appear, accompanied by confirming signals. Short-term trading should be flexible and adapt to cash flow movements.
