Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 221/CD-TTg dated November 19, 2025 on focusing on prioritizing maintaining macroeconomic stability and promoting exports. Important contents include:
- Flexibility in monetary policy, strict control, directing credit capital flows into production and business, priority areas, and growth drivers.
- Developing export and import tax rates in line with the international and regional integration roadmap.
- Developing specific support plans for businesses affected by the US's reciprocal tax policy; to be completed in November 2025.
- Diversify export markets by promoting the exploitation of new markets (Middle East, Africa, Latin America, etc.), resolving problems with existing FTA agreements and urgently negotiating and signing new FTAs in late 2025 and early 2026 (with Pakistan, Kuwait, Middle East, Brazil, South America, Algeria, etc.).
TRADING STRATEGY
The stock market fell back to 1,649 points with liquidity continuing to improve compared to the previous session. Divergence continued. The downward pressure returned to the leading stocks in the finance, F&B, technology, and chemical sectors. Meanwhile, individual stocks with small and medium capitalization continued to attract cash flow and support the general index. The VN-Index today is likely to fluctuate around the 1,640-1,660 point area
The market fluctuated in the resistance area of 1,655-1,665 points in the session near the November derivatives expiry date. Cash flow temporarily remained stable even though selling pressure tended to increase at the end of the session. Foreign net selling increased again. In the short term, VN-Index is likely to continue to fluctuate in differentiation before breaking out of the resistance zone of 1,655-1,665 points to move towards the psychological zone of 1,680-1,700 points. Investors should pay attention to controlling the proportion and managing the portfolio in the short term according to the price fluctuations of individual stocks instead of the general index. Buying activities for the medium and long term vision can be considered in part at support price zones, prioritizing basic stocks with good growth potential or in attractive areas compared to the valuation period of 2025-2026.
