According to the Tax Department, state budget revenue managed by tax authorities by December 31, 2025 is estimated to reach VND 2,236,900 billion, exceeding the National Assembly's target by 30.1% and increasing by 27.6% compared to 2024. Of this, domestic revenue is estimated at VND 2,189,600 billion, accounting for 98% of total revenue, exceeding the target by 31.4% and increasing by 29.3% compared to the same period. As of December 14, 2025, revenue had reached VND 2,150 billion, exceeding the target by 25%; all 34 localities completed their targets, with Hanoi collecting VND 631 billion and Ho Chi Minh City collecting VND 606 billion. The proportion of domestic revenue in total state budget revenue increased from 82.3% in 2021 to 86.6% in 2025, strengthening the fiscal foundation and resources for macroeconomic management. Looking ahead to 2026, the National Assembly has assigned a state budget revenue target of VND 2,242,800 billion for the Tax sector, including VND 2,199,800 billion from domestic revenue and VND 43,000 billion from crude oil revenue, striving for a minimum 10% increase compared to 2025.
TRADING STRATEGY
The stock market rose to 1,782 points with slightly lower liquidity compared to the previous trading session. Selling pressure continued in industrial services, chemicals, basic resources, construction, and materials stocks. Meanwhile, there was improved cash flow in financial stocks and some individual real estate stocks. The VN-Index is likely to fluctuate around 1,775-1,795 points today.
The market maintained a positive state for the fourth consecutive session, even with selling pressure occurring quite early, thanks to the efforts of large-cap stocks to support the index. Foreign investors increased their net buying position. Currently, the VN-Index is still in a recovery trend, and profit-taking and reducing holdings around the old resistance level of 1,800 points is completely normal. General sentiment and the supply-demand balance remain temporarily stable. However, differentiation is likely to intensify as the index rises.
