TRADING STRATEGY
The Ministry of Finance has just issued Decision No. 2915/QD-BTC promulgating administrative procedures that have been amended, supplemented and abolished in the field of supporting small and medium enterprises, especially regulations related to innovative startup investment funds. This Decision officially takes effect from September 15, 2025. One of the most important changes is the abolition of the procedure requiring the publication of information on the establishment, capital increase, capital reduction, operation extension, liquidation and dissolution of funds at the Ministry of Finance. Instead, the responsibility for receiving and processing these notifications will be concentrated at a single point, the provincial business registration agency. In parallel, the Decision also announced a list of 5 administrative procedures at the provincial level that have been amended and supplemented; focusing on updating forms, clarifying processes and dossier components. The processing time for all of the above procedures is uniformly set at 15 working days from the date of receipt of complete and valid dossiers. Simplifying procedures related to innovative startup investment funds is expected to create a more open legal corridor, reduce administrative burdens and further promote investment capital flows into innovative startups in Vietnam.

The stock market continued to recover, reaching 1,680 points with liquidity falling to its lowest level since the beginning of the third quarter. Divergence continued. Cash flow tended to seek out stocks leading the financial services, basic resources, F&B, industrial services, and retail sectors. Meanwhile, selling pressure appeared mainly in individual stocks in the real estate, technology, and banking sectors. Today, the VN-index is likely to fluctuate around the 1,675-1,700 point range.
The market fluctuated in differentiation before entering the holiday season. The general sentiment was somewhat cautious, leading to an increase in the need to sell to take profits/reduce the proportion right from the beginning of the session. However, the stable and selective cash flow helped the VN-index narrow the decline, while maintaining a positive green color to open up opportunities to increase points towards the target of testing the psychological zone around the 1,700 point mark in the following trading sessions. Investors continue to manage their portfolios based on individual stocks in the portfolio, instead of focusing too much on the general index; they can consider taking profits/reducing the proportion of stocks that have met profit expectations or the recovery momentum shows signs of weakening. New purchases should prioritize stocks with stable price bases, reasonable valuations or supporting fundamentals, limiting widespread investment.
