According to Notice No. 156/TB-VPCP on key tasks and solutions for the development of the semiconductor industry in the coming period, the Ministry of Science and Technology is tasked with reviewing the laboratory system, proposing support mechanisms, and building a list of specialized chips to promote the domestic semiconductor industry. Simultaneously, the Ministry of Finance is also tasked with implementing preferential policies, mobilizing resources for research, innovation, and human resource training, and guiding the attraction of high-tech investment. In addition, localities are required to proactively prepare infrastructure, improve the business environment, and build appropriate support policy systems.
In another development, the Ministry of Construction is currently calling on maritime pilotage organizations to reduce service fees by at least 10% between April 1st and May 1st, 2026, for vessels flying the Vietnamese flag, especially those transporting oil and gas. This move aims to share the burden of costs with businesses amid rising fuel and insurance prices, while also supporting the maintenance of transportation operations.
TRADING STRATEGY
The stock market closed slightly lower at 1,662 points with slightly lower liquidity compared to the previous trading session. Market differentiation returned. Selling pressure tended to be concentrated mainly in leading stocks in the banking, financial services, technology, retail, and utilities sectors. Meanwhile, capital continued to flow into mid- and small-cap stocks in the industrial services, basic resources, construction, and materials sectors. The VN-Index is likely to fluctuate around the 1,650-1,675 point range today.
The market traded sideways within a narrow range for the fourth consecutive session with average liquidity remaining low. While the overall sentiment remains cautious, signs of instability stemming from negative geopolitical news around the world have shown signs of diminishing. This move is likely to intensify differentiation between sectors in the coming period, especially in the group of fundamental stocks, which are projected to have exceptional business results in Q1 2026. In the short term, the VN-Index is likely to continue trading sideways with narrow fluctuations. Investors should maintain a reasonable proportion of stocks, avoid panic selling when volatility occurs, and wait for supporting fundamental factors and reversal signals to seek new investment opportunities, prioritizing fundamental stocks with attractive valuations or dividend yields.
