Vietnam and Russia have agreed to promote investment cooperation in the Russian Far East, focusing on agriculture and fisheries; energy, minerals, and manufacturing; and logistics and infrastructure—including a study on establishing a Far East–Vietnam–ASEAN transport corridor. Both sides will also examine payment mechanisms and banking connectivity, establish a "one-stop" investment support mechanism, and select one or two pilot projects for priority implementation. Additionally, Vietnam encourages Russian enterprises and investment funds to participate in its international financial center and free trade zones.
China Eximbank has proposed providing $6.5 billion in financing for the Lao Cai–Hanoi–Haiphong railway project—comprising a mix of concessional loans and government-guaranteed commercial loans—and stands ready to arrange syndicated financing from Chinese banks. The bank also proposed using the Chinese yuan (RMB) to capitalize on lower interest rates compared to the US dollar and to mitigate exchange rate risks, while suggesting that Vietnam issue RMB-denominated bonds to raise counterpart funds. The Ministry of Finance stated that the $4.3 billion in counterpart funding has been fully secured and that options for RMB-based financing are currently being studied.
TRADING STRATEGY
The stock market recorded another session of slight gains, closing at 1,832.12 points with liquidity exceeding the 20-session average. Market divergence persisted; the VN-Index remained in a tug-of-war as corrective pressure weighed on stocks in the Retail, Industrial Services, Basic Materials, and Construction & Materials sectors. Conversely, select stocks in the Banking and Financial Services sectors played a positive role in supporting the broader index. Foreign investors increased their net buying. The VN-Index is currently in a short-term uptrend, approaching immediate resistance near the 1,850-point mark. However, overall selling pressure remains moderate. Consequently, the market is likely to continue trading sideways with alternating gains and losses, allowing for accumulation and trend consolidation.
Today, the VN-Index may fluctuate within the 1,825–1,845 point range. Short-term investors might consider concentrating their portfolios, prioritizing stocks with strong fundamentals and cash flow support. Meanwhile, medium- to long-term investors could continue holding stocks with promising business growth prospects for the second half of 2026.
