In the second draft amendment to the Land Law, the Ministry of Agriculture and Environment proposes applying a progressively increasing annual fee for projects that fail to use land or are slow to do so; if the land remains unused for more than 60 months, the State will reclaim it. The draft also aims to clarify the timing for calculating delays, the criteria for determining violations, provisions for force majeure or delays caused by state agencies, and the calculation method for the progressive fee, all intended to curb prolonged projects and land wastage.
According to the General Department of Customs, budget revenue from import-export activities in the first eight months of 2026 reached VND 352.766 trillion, a 17.4% increase year-on-year and equivalent to 78.2% of the annual estimate. Meanwhile, the total taxable import-export turnover hit USD 128.12 billion, up 22.45%, with taxable imports accounting for USD 122.82 billion (a 22.69% increase). Specifically, the category of raw materials, machinery, equipment, and spare parts reached USD 68.3 billion—representing 55.6% of taxable imports—thereby boosting budget revenue by approximately VND 26.7 trillion. In August, however, budget revenue from import-export activities fell by 12.4% month-on-month to VND 39.82 trillion, as taxable import-export turnover declined by 8.7%.
TRADING STRATEGY
The stock market pulled back to the 1,821.64-point mark, accompanied by liquidity falling below the 20-session average. Although the VN-Index posted early gains, cautious sentiment caused the upward momentum to cool off toward the end of the session as selling pressure spread across the broader market. Meanwhile, gains in select VN30 stocks helped support the overall index. Foreign investors shifted to net selling. Cautious sentiment and weakening cash flow made it difficult for the VN-Index to break through the resistance zone around the 1,850-point mark. However, the index's fluctuations were primarily driven by the performance of specific VN30 stocks. The market is likely to continue its choppy, divergent movement as it seeks to rebuild a base and solidify the stability of the recovery trend.
Today, the VN-Index may fluctuate within the 1,815–1,840 point range. Short-term investors might consider concentrating their portfolios, prioritizing stocks with strong fundamentals and cash flow support. Conversely, medium- and long-term investors could continue holding stocks with promising business growth prospects for the second half of 2026.
