HIGHLIGHTED NEWS
On October 20, Vietnam and Denmark agreed to elevate their relationship to a Comprehensive Strategic Partnership, identifying trade, investment, and the green transition as key areas of cooperation. Both nations committed to strengthening the implementation of the EU-Vietnam Free Trade Agreement (EVFTA), encouraging remaining EU member states to ratify the EU-Vietnam Investment Protection Agreement (EVIPA), and fostering increased investment from Danish enterprises in Vietnam—particularly in renewable energy, high technology, and logistics. Furthermore, the two sides agreed to enhance technology transfer, mobilize green finance, and support human resource development.
The Prime Minister has directed the Ministry of Industry and Trade to submit a draft decree on petroleum business operations by November 10. The draft should focus on reducing the number of primary petroleum traders, eliminating intermediaries, reforming price-regulation mechanisms—aligning them with market principles under state oversight—and ensuring a stable supply. Additionally, the Ministry of Industry and Trade has proposed a five-tier residential electricity tariff structure, along with adjustments to peak and off-peak time frames. The average retail electricity price will remain unchanged at 2,204.07 VND/kWh. It is estimated that approximately 94% of residential electricity consumers will see their electricity costs either decrease or remain the same, while households consuming more than 778 kWh per month may face higher charges.
TRADING STRATEGY
The stock market saw a positive recovery, closing at 1,738.67 points with liquidity exceeding the 20-session average. The VN-Index rose early in the session and gained further momentum toward the close, with broad-based strength across most sectors, including real estate, financial services, and banking. Conversely, selling pressure emerged in the oil and gas and insurance sectors. Foreign investors returned to net buying, ending a prolonged streak of net selling. This breakout, accompanied by a sharp surge in market-wide liquidity, confirms a medium-term bottom for the VN-Index. In the short term, the index is likely to advance toward the 1,760–1,780 resistance zone, supported by strengthening capital inflows into leading stock groups.
Today, the VN-Index is expected to fluctuate within the 1,730–1,760 point range. Short-term investors should closely monitor market developments, prioritizing holdings in stocks with strong fundamentals that are supported by capital inflows. Meanwhile, medium- and long-term investors may continue to hold stocks with favorable business growth prospects for the second half of 2026.
