The Government has submitted to the National Assembly two draft laws: amendments to the Land Law and the Law on Real Estate Business. The draft Land Law proposes eliminating the provision for "specific land prices," shifting instead to a valuation method based on official land price schedules and adjustment coefficients. It also introduces a progressive levy on projects that are slow to utilize land, with a provision for land reclamation if the land remains unused for more than 60 months. The draft Law on Real Estate Business proposes the issuance of electronic identification codes for real estate assets and the parties involved in transactions. It further introduces protective mechanisms, such as allowing 5% of the contract value to be held in an escrow account or implementing other safeguards as agreed upon by the parties.
The Prime Minister has directed the implementation of measures to ensure an adequate power supply for the 2027–2030 period, with a priority on developing rooftop solar power and energy storage systems. A policy to support households in installing solar power systems must be issued by December 2026. The Na Duong 2 and Quang Trach I thermal power plants are required to begin commercial operations within 2026. The objectives include achieving an annual electricity savings of at least 3%—rising to 10% during peak hot months—and reducing peak-hour power demand by at least 3,000 MW. For power projects that cannot meet their scheduled completion timelines, alternative solutions will be considered.
TRADING STRATEGY
The stock market saw a positive recovery, closing at 1,738.67 points with liquidity exceeding the 20-session average. The VN-Index rose early in the session and gained further momentum toward the close, with broad-based strength across most sectors, including real estate, financial services, and banking. Conversely, selling pressure emerged in the oil and gas and insurance sectors. Foreign investors returned to net buying, ending a prolonged streak of net selling. This breakout, accompanied by a sharp surge in market-wide liquidity, confirms a medium-term bottom for the VN-Index. In the short term, the index is likely to advance toward the 1,760–1,780 resistance zone, supported by strengthening capital inflows into leading stock groups.
Today, the VN-Index is expected to fluctuate within the 1,730–1,760 point range. Short-term investors should closely monitor market developments, prioritizing holdings in stocks with strong fundamentals that are supported by capital inflows. Meanwhile, medium- and long-term investors may continue to hold stocks with favorable business growth prospects for the second half of 2026.
